The decree to transform Gare d'Orsay into an art museum came at the perfect time. The National Museum of Modern Art's (NMMA) pieces needed new accommodations, and their first choice, the Palais de Tokyo building, was no longer available. NMMA left behind works that did not fit within their revised art program when they moved to the new Pompidou Center. The Louvre Museum, France's busiest museum, resorted to keeping fine paintings from late 19th-century Salons in storage due to its lack of space for exhibitions.
